Deck should be level, or nearly so. Some folks prefer to have the nose slightly lower then the tail on the theory that the blade cuts the brush with the leading edge, and never makes contact again, reducing drag. You adjust deck inclination with the turnbuckle of the center link of the three point lift. Off hand, it sounds like you need to expand that center link on your tractor and brush hog unit. As you noticed, the tail wheel doesn't pivot well with the hog sitting down right on it. Myself, I hold the unit up with the tractor (since I have an old p.o.s. 8N, I use chains). The wheel hangs out freely back there, catching the ground only to prevent the hog from digging in. It works for me.
