If there isn't a thermostat in it somebody had a problem with it over heating and took it out to get extra waterflow. Is your radiator in good shape? Blow it out make sure the fins are clean, check for scale down in it or flush it out. Feel the top radiator hose to see if u have good waterflow with the engine running, u can squeeze on it and feel the water rushing through.If u do try another thermostate make it one with the lowest opening temperature possible. If it is steaming even without a thermostaat in it, it is still getting pretty warm for some reason. (Maybe the waterpump is bad or a loose belt.
