Clean up all your electrical connections between the batteries and the starter, as well as the jumper between the batteries. Take them apart and clean them up with emery cloth or a wire brush. When you try to start, if it still cranks slow, check to see if any of the connections are hot after you crank. If there's a hot connection, then that's the one causing the problem. Otherwise, you probably have a bad starter or solenoid. As far as pull starting goes, it doesn't mean anything's wrong if it won't turn over in high gear. You just don't have enough traction on whatever surface you're on.
