I agree it is not a PTO issue unless you are overworking the tractor. What you seem have is a cooling system that will not handle a full workload on the engine for whatever reason. Radiator flow reduced ( airflow or coolant ), Thermostat not working properly, rust or other buildup in block, Valves need adjusting, lean fuel mixture, loose fan belt on water pump, etc.
