If you want to stay friends and dont want hte stuff back, I wouldnt say anything,just lock up buildings,give him a key to where he keeps his tractor, but none of the other locks. That way he has to ask to get anything else. The idea of shooting or calling the law wouldnt go far since you let him keep a tractor there.I imagine laws differ depending on your state, here once you have your property closing, the seller has no claim to any personal property left behind unless arrangments were made ahead of time.The other alternative would be make anissue out of it, then you should have him get the tractor out of your building so he has no reason to come over there. -Your call to make, if He's a good neighbor I'd let it go myself.
