Your 3 point on your Long 360 tractor does not have down pressure. Most tractors use only single acting 3 points. (lift up - gravity down). Sounds to me as though you need to change the length of the center link on your 3 point. Doing this will change the angle of your harrow teeth, and therefore it should pull itself into the soil.
