Watermelons, I have encountered similar difficulty with newer disc harrows. In general, they are not very well designed or built. That is one reason that I am looking for an older, drag-type harrow now. I recently used a double section 6' wide harrow with scalloped discs after using a turning plow on good pasture soil and it performed poorly - even weighted with a large section of telephone pole. When I ran over the grass in areas where I had not plowed, you couldn't even tell that the harrow had been there. I had the discs set at maximum angle. The only other adjustment that I could make was lengthening the third arm to try to force the rear of the harrow in the ground better - it wanted to ride up and only let the front discs in the ground. Let me know if you figure out anything better.
