Had experience with a 175 diesel Allis, not directly with a 656 IH, but with a 966 IH (i assume they are similar, the 656 being about 30 horse smaller) and using the both on a bruah hog, like the IH much better, because of shifting back and forth easier, to me the allis seemed clumsy in smaller areas, but baling it would probably be ok. There both pretty good tractors, but i'd prefer the IH. But also consider what everyone else said about price and service, the 175 diesel is a pretty economical tractor to run.
