Are police bound by the laws they enforce ?

Our local county Sheriff says that he does not
have to obey the traffic laws because he
wears a badge, and as he puts it , "no one can
give me a ticket."
I thought that police were bound by the laws
like all of us until a situation causes them to
be forced to act outside of them. Like
speeding in pursuit ,or some such thing. just
wondering
