Tractor tire information

I'm in the process of instaling new tires on my tractor and when I removed the tires I didn't find a flap inside next to the rim. I grew up around a truck stop and have changed more that my fair share of truck tires. Those truck tires always had a rubber flap inside to shield the tube from the rim. Are tractor tires supposed to have the same flap? Also the inside of the rim is very rusty. I plan on wire brushing it out and painting it with rust reformer. I have used the rust reformer on a 1941 Ford body and I find it works very well to treat rust. Thank you in advance for your inputs.
