if the system is operational and well adjusted the lift arms should raise and lower all the way either in 'd' or in 'l'. in 'd' lift arms should 'follow' lift lever, ie raise when raised lower when lowered and stop when lever movement stop. in 'l' there is a short range on the quadrant that if passed twards 'raise', arms will raise all the way up, and if passed twards 'lower', will lower all the way down. you say your hookup is not going all the way down, maybe the lift links are not adjusted: when the upper lift arms are all the way down, their topside is close to horizontal. if you don't get this 'behaviour' from the hitch, adjustment is in order. david
