Both pedals should act that way. There is a point almost at full pedal travel where the track should stop. Then pushing it further will cause it to rotate opposite...thats counter-rotation. Thats so the machine will turn in a very small area. Wears the tracks quite a bit more , but comes in handy sometimes. There is a complicated adjustment process with the transmission control valve on the 700 and 800 series hydrostatic crawlers. Involves several gauges etc and usually alot of time....and a little experience with them helps enormously. Too many times I've seen someone start turning adjustment screws and adjusting linkage rods randomly "experimenting" ....and in this case , your neighbor may not like you when his machine starts mistracking severly or falls on its face pushing into a pile...even adjusting the throttle linkage at the injection pump can throw these things way off....best thing is to get a manual. There are certain steps and a proper order that they have to be performed in .
