Sounds to me as if you have a unit that provides "live pto" by interrupting the connection between the left differential shaft and the final drive of the tractor. These mounted on the left side where the left brake is, and had a hand lever extending up close to the left headlight. It was simply a clutch that stopped power to the left rear wheel, but allowed the differential and other internal parts to continue turning. This provided a "live" pto, but you couldn't shift transmission gears while doing this. I've never taken one of those apart, but I'm of the opinion that you'll have to make the left side of the tractor look like a mirror-image of the right side of the tractor in order to get rid of it!
