You mention about being able to remove the wire-mesh from only half your filter. The wire-mesh in the upper half of your cleaner in perminately installed and not intended to be removed. Only the mesh which fits into the lower bowl can be removed. In order to clean the upper unit properly, remove the unit from the tractor and soak it in a pail of diesel fuel in order to release the crud. Flush several times with clean fuel and you've got a renewed filter that will be good for years if you replace the cup oil to the proper level with new engine oil at every schedueled engine oil change. Remember, those old filters were standard issue for decades and decades and in my humble opinion are hard to beat if properly maintained , just like your tractor.
