You don't need a huge tractor to brush hog with. My 2N Ford (22 hp) will run a 5 footer just fine. If you get in to something that's too much for the tractor then you just take 1/2 a cut. Buy a mower that's as wide or wider than your rear tires. Don't put a 4' mower on a 5" wide tractor. Get an ORC (over running clutch) to put on your pto shaft. ORC is a one way ratcheting device that prevents all that inertia from those heavy rotating mower blades from transfering to your wheels when you push in the clutch. Keeps you from accidentaly running into the garage, wife's car, pond etc. By all means get a tractor with 3 pt hitch. They cost more. But they will sell for more when you're done with the tractor.
