If I were you I would visit the next city commision meeting for a better explantion, then do a little explaining yourself, ask them to show you where in the books it says that you can't have a hobby, more than likely they will start mumbling about what it looks like, I am sure that it isn't any worse than some of the things that others are allowed to have, it's just different. Some of them upsnots take a dim view of farming or anything that has to do with it. If it all fails then start looking for a different home and not just for the tractor.
