Governor working ????

I'm new to this tractor stuff so I hope my questions don't sound too stupid. Tractor is a Super A. This will be my first season using this tractor as a lawn mower. When I engage the belt pully and let the clutch out the RPM's drop considerably (I've checked for something binding and didn't see anything) so I increase the throttle to add power. I thought the governor was supposed to compensate for the extra load. As it is now if I have to stop the tractor while the mower is engaged I have to lower the throttle at the same time. Is this something I have to get used to or do I have work to do on the governor.
