Do not know this particular engine but lets see if I can help. While it did run for 15 seconds lets start back at the beginning. Check compression, Restrict top of carb. and tail pipe with hand and feel for vaccum and pressure. This will tell you valves are still working or restriction in intake. If you can feel a vaccum at the carb when cranking and you gave it a shot of either it has to be electrical. You say timing is Ok. Do not think it could be 180 deg out because it did try to start once. But pin could have sheered that holds gear on bottom of distributor. Check rotor placement with # one at TDC. If all this checks out then your fire is not hot enough. Spark plugs can fire when checked then not fire in cylinder because it is under pressure from compression. Also a tracked dist. cap could fire normal when checked then fire on the wrong cylinder because the plug that is not under compression is a eaiser path to ground. Start at the coil and make sure you have a good strong spark that will jump a sizeable gap and work your way to the plugs. Or you could do like some people do. Start changing parts from the cheepest (plugs) on up till you figure it out. While this waste money it is a whole lot easier on the brain.
