I don't know squat about Kubotas, but that second lever you mention sounds to me like it might be a two-speed rear end shifter. They usually have a low-neutral-high pattern. Make sure you're shifting it all the way. You might find that it gives you 8 speeds effectively, 4 in low range, 4 in high. Double low (1st on tranmission, low range on rear) is REAL slow, nice for rototilling.
