I saw a couple of tractors as you describe at an aution a couple of years ago. They are full fledged Kubotas. To advoid import quotas and the such,tariffs and so on, I was told by a dealer that the company builds them for the Japaneese farmers, they use them for one or two seasons then they are sent over here as used tractors. As used tractors there are a number of regulations they do not have to meet, safety, emissions, no quotas, warrenties and such. This all leads to no overhead and a much reduced price.
By the way, both tractors sold for less than 1500 dollars.
