Ford Indust 4000 Clutch

Have a Ford 4000 industrial. Paid a fellow to
replace the clutch. Problem is that now it will
not release. The fellow who rebuilt it said it
had rusted to the flywheel. He "fixed" it once. I
then burnished it but still have the same
problem. Some days it works fine but when it
sticks, it is a bear to get out of gear. If tractor
is parked in neutral, then the problem is
cannot get into gear. Is this a weak pressure
plate problem? Or possibly the fellow put the
wrong plate in when rebuilding?
