Since all of the space heaters I've seen have some sort of thermostat, I'm guessing that you're looking for something that will come on just above freezing. Most hardware stores have a device called a "heat tape thermostat". These are fixed to turn on at about 40 degrees F, and they only cost about ten bucks.
