I use a self etching primer # Zip 834 from BASF, May say Limco or RM on the label. I use an old paint gun and leave it in there for long time. I have sprayed it over old enamel as well as bare metal. Spray it on thin , not to hiding. I have some fenders in Zip 834 that are not rusted in 10 years of being stored in chicken house. Depending on the top coat , I usually spray another coat before top coating or primming with a sandable primer. I have been using Zip 834 for at least 15 years and it works for me.
