One thing that sometimes gets missed is the condition of the wire UNDER the insulation. Sometimes it corrodes (turns green) under the insulation, especially near the ends that connect to the battery. The corrosion can go for quite some distance, and reduces the conductivity of the wire considerably. Also, make sure that the wire is of the correct gauge. Common battery cable wire sold in auto parts stores nowadays is usually only #4, which is too small for a 6 volt system, so if the wires have been replaced, make sure that they are big enough, like #2 at least. You can measure the voltage drop of the wire by putting a volt meter across the lenght of the wire while cranking. Any serious drop, say more than 1/10 volt per foot, should be investigated.
