The shaft drives the collar thru the set screw, which in turn tightens on the eccentric of the bearing race.

Always tighten in the direction of rotation to ensure the collar is tight on the eccentric. One light tap is sufficient because the collar will self tighten on on the bearing race. Too much force will crack the bearing race and cause a loose bearing which in turn will cause a worn shaft.
