If it is aligned properly, it could be a bad LNB. That is the part attached to the dish that has the coaxal cable hooked to it. It picks up the signal from the dish and amplifies it so it is usable by the receiver. Have seen these bad right out of the box. Also could be a bad receiving unit. Some companies don't like to here about new parts that fail on installation but it happens.
