James, Here in Texas we have the right to capture the water and have the right to it. We DON'T ask the government Dittely Squat. For if they get on your place, they make it a point to look for little endangered critters, plants, and such! Don't want areneed that headache.
As before, hire a contractor, go rent, beg/borrow or whatever .....A skidsteer loader w/ a shredder attachment. shred off the briars, plant a cover crop. In spring spray regrowth with Crossbow, and crop oil in water. There isn't much else growing under it except weeds.
