We have 2 1070's and 2 1270's that did this. Couldn't figure it out for several years till just this last summer. One of the 1070's (early 1970 model) was caused by the throttle linkage but the other 3 tractors have a cable between the throttle lever and the pump. Got to thinkin and checked the pump timing, the first I checked I thought was off so I adjusted it and that totally cured the surging. So I checked the other 2 and they were dead on factory setting. So I checked the first one again and found I had read the slash marks wrong and set it about 5 degrees off of factory setting, not sure why but it works better where I have it so as soon as it warms up I will set the other 2 where I have the fixed one. Maybe this is your problem. I think only the early models had a rod linkage from the lever to the pump and the later models had a short cable from lever to a rod linkage under the floor (NOT easy to change!) and the 1270's have a long cable from lever to pump.
