Its a pretty commen problem with tractors that sit outside. Rain water can find it's way in if all the shift boots and such arnt in good shape. I'd drain it, flush it out and then let it drain for a day. Fill it back up, and you might be surprized to find all is ok. Any free tractor is a good deal.
