What is the purpose of paint reducer?

I got a quart of PPG Flambeau Red today and they sold a quart of reducer with it. I am going to be brush painting a plow with this. Is it like thinner? It says one part paint an a half part reducer this might sound stupid but does that mean use half as much reducer as paint and mix them? Like 1 quart would take a half quart of reducer? I know some of you guys are experienced with this and I need advice. Thanks guys for any help e-mail me if you preffer. R Wyler
