IMHO, it is hard to beat an Allis CA, or the later D10 or D12 variants. These all have a useful hydraulic system, 2 or 3 pt hitch, live PTO (using the Power Director hand clutch), and have plenty of room for a belly mower, power for a 2-bottom plow, high reliability & readily available parts from AGCO and other sources. You can also find (with time) an astounding number of original AC implements which match to these series of tractors, making them a useful and interesting tool. Also you might want to consider the Fords & Farmalls as suggested by others for similar reasons. You can't hardly go too wrong!
