You are correct in using 134 fluid. Did you change the filter when you put the new oil in? Before March 1968 the resevoir should be above the pump and connected to it by hoses. Foaming can be caused by water in the system, and by getting air in the system. Replace the hoses if they are old and hard, suck as much of the old fluid out that you can, and install a new filter. The system is supposed to self bleed. You may have a restriction in your lines not allowing fliud to return properly, or you may also have a problem in the hydra motor in the steering column. First try the cheap fix of oil & filter.
