With the engine cool, and a catch bucket handy, loosen the line at the carburetor and verify that you have a good, steady flow of gas to the carburetor. If there is a good flow this far, check for a restriction in the screen that is a part of the brass inlet fitting. (If present, it will be soldered to the threaded part of the fitting that screws into the carburetor, and protrude into the inlet port of the carb). If everything is OK that far, the carb will need to be thoroughly cleaned. There is likely foreign matterial or water in the bottom of the float bowl that is blocking the full flow of gas through the jets.
