If YOU were buying a horse, and time was of the essence, would you buy one sight unseen on the other side of the ocean from a total stranger? How much do you suppose it costs to ship a live horse across the Atlantic? (I understand that DEAD horses are routinely shipped to France, but it doesn't sound like the guy wants to eat your horse.) I don't know about horses, but it's nearly impossible to import dogs into Britain because of strict quarantine laws. I have to admit, some of these scammers are getting clever. Don't let them waste your time.
