184-4 MF Right Auxilary Hydraulic Has No Power At All

We have a 184-4 MF and the right auxilury hydraulic valve doesn't work and and the valve looks to be fine. A tech looked at it and could not find anything wrong with it but wanted to charge us $700 for a new valve when he didn't even know if this would work or not. There is no power in this valve at all, I would appreciate any ideas from anyone on how to fix it or trouble-shooting ideas.
