First thing to check is the neutral safety switch. Try wiggling the shifters around and make sure its in neutral. The safety switch is on the right side of the trans case, toward the top if its a synchro or quad,or on the valve body on a powershift behind a small shield at the bottom. It will have 2 wires going to it.Make sure the connector is in place and clean. If this doesn't do it,look up under the hood on the left side of the tractor near the firewall. There is a solenoid there, The large red wire feeding it has a push together connector that some times gets corroded, pull it apart and clean it.All of this is assuming the batteries are charged and the starter didn't die.
