To buy or not to buy a Ford 801series tractor

I have an opportunity to buy a Ford 801 series tractor with a loader and hydrolic bucket. The tractor is in good condition with three brand new tires, two in front and one in rear. It also has two new rear wheels. It comes with a brand new set of tire chains. The seller is asking $5000 for the tractor but I think I can get it for $4000-$4500 because he really wants to get rid of it and he accepted 4500 from another guy who never showed up with the money. Is $4500 a fair price and are there any red flags I should be looking for in this tractor. Thanks for the help. Clay
