Valve stem and core in rear tires

I have an old Ford 8N with liquid in rear tires. One of the tires is nearly flat (but I can hear some liquid in it). I replaced the valve core but no air or liquid came out. But I can't get it to take any air. Am I overlooking something? Is there supposed to be something in that stem besides the valve core?
