Admiral Kimmel claims that he was ordered to keep the battleships there by Secretary of the Navy Knox, and Secretary of War Stinson. He further claims that he was set up by the former including then Prsident Roosevelt because they were trying to bait the Japanese into attacking first to get the support of the American public. Of course the highest people can always hide behind any information by classifying it, as has been done throughout history. These are audicious claims by Admiral Kimmel.However I am sure that it was not Admiral Kimmel who made the decision to base the Fleet at Pearl Harbor. He also claims that alot of information was purposely witheld from him by the highest powers of Washington to keep him off his defense. Ultimately he claims that he was set up andmade into a scapegoat prior to and after the Pearl Harbor attack.
