Remove the return fitting from the pump and blow the any crud out of it with compressed air. Remove the fuel tank cap, so there is no pressure buildup and blow the return line to the tank out with air. You should have a free flow or air to the tank though the return line. Reassemble, and it should run. If you have further problems, it indicates the plastic torsional dampner ring in the governor weight carrier is deteriorated, and breaking up. When this totally fails, parts of the governor vibrate against each other metal to metal, and you will start to get metal particles coming out your pump return line. The basic kit to repair this costs between $25.00 and $75.00, the higher price being if you update to the newer style elastomeric governor weight carrier. It is doable by a carefull do-it-yourselfer, if you are clean, carefull, and follow instructions. If there is other wear, or more problems, it'll cost you $300 to $900 at the diesel pump shop.
