Does your unit have the two stage clutch, where you press the foot clutch all the way down, and then engage the PTO, and the PTO starts when the pedal is halfway up, and then your forward motion starts near the top of pedal travel? If you have this type of setup, the PTO clutch plate may be stuck to the flywheel or pressure plate by rust. Try blocking the clutch pedal all the way down for a couple of days, and see if that loosens it. Sometimes the plate will spring free if this is done.
