Any Perkins diesel experts here?

I just rebuilt a 3 cylinder Perkins 100-15 at work, and I'm not having any luck getting the fuel system bled. I have fuel right up to the injector pump inlet, but can't get anything out of the pump. The manual stop is in the run position, the solenoid stop is removed and I've checked visually that the pump rack is in the run position. It's a Zerex plunger type pump, one plunger for each injector. The original pump went back on the engine along with the original cam, and I replaced the old shims with new shims of the same thickness, torqued everything to spec, I'm sure the cam is timed properly, etc. Any tips as to where to look next would be greatly appreciated.
