What part of PA are you from? I'm in southern Clearfield county about five miles off route 53. Anyway back to your problem. Toolman is right, the gas being that old is probably not very good and won't burn very well. You could try just a small shot of starting fluid into the air intake while cranking the engine. If it doesn't fire then it's probably spark related, if it does start and run for a couple seconds until the either is gone then quits- it's not getting fuel. Changing the gas and cleaning out the carb. should do the trick. I probably would not change the battery size if it cranks ok. Once the fuel system is clean it should fire pretty quick. Good luck.
