Maybe it's in gear? Seems like you have two problems (at least). Starting : have you checked that all the wires are connected, with low resistance connections and have the appropriate voltage at the appropriate times in the starting proceedure? The oil level is not likely to affect the starter motor operation unless the level is well above the dipstick level. Could a cylinder be full of fuel? If so, DISCONNECT BATTERY, remove plugs and carefully clear obstruction (severe fire risk if any sparks are possible from spark plugs or starter motor or battery connections). Btw why did you replace the battery and cables? Thin oil: turn off your tank valve when left for long periods? Is there a mechanical pump on it which has a leaking diaphragm? Is the float valve sticking in the carb? Is your tractor misfiring on one cylinder or more or running too rich and/or cold? This should be enough for you to start with.
