Yes, I have seen the same thing, in fact, I built a tow bar to be used with H and M Farmalls, but it is used only to help drag one out of the trees, or a very short distance on the road. The one thing to keep in mind when towing a tractor in this manner is that you should NOT go any faster than what the tractor would be capable of under it's own power. The guy you saw doing this is way overdue for big trouble.
