Before condemning the clutch, be sure the connections are clean on the circuit breaker, and possibly change the breaker. I agree with the others, it most likely is the clutch, but circuit breaker problems will cause the same symptoms, and a breaker is a heck of a lot cheaper than a clutch. If you do have to replace the clutch, the movement backwards of the clutch plate, away from the driving plate, causes it to contact the BRAKE plate. There is an ajustment where you draw the brake plate bolts down evenly untill there is a specified clearance, in thousandths, between the plates, which you measure by inserting a feeler gauge through slots in the clutch. Be sure to get the correct spec, and the exact procedure, 'cause if this is not set up right, it's near instant death to the new clutch.
