METERED well water

I live out in the sticks and I keep hearing that the tax deptartment is going to put water meters on our private wells and also if we draw water from a lake or stream. On the weekend I was talking to our local well driller and he says that he has to do a G.P.S. (global positioning system) on all the wells he drills. Huge fine if he drills without it or the paper work to go with it first. The last straw was today, I was talking to another guy and he said they already have a test project going on near Ottawa. Has anyone heard of this. How about in the USA.
