The TSB for the lowering of the Ford Super Duty [F250/F350] pickups for correct towing height originally came out in 1999 or 2000...I know this because in 1999 and 2000 I was a Ford parts counterperson, and I sold--thru our dealership shop--several of the lowering kits.

Unfortunately, it's been almost 4 years since I worked Ford parts, so I don't recall many details.
