Fred ,that is a three gang Jacobson With Blitzer mowers used for rough terrain such as roughs and general mowing on golf courses , Athletic fields and such, at one time a lot of highway dept's used them to mow right of way, They are a maintenance mower obviously not a brush hog!! I used to sharpen most of them in NY state when I worked for a jacobson dealer,The towing frame seems to be a homemaid item on that particular unit but should not affect operation. If I can help you on them give me a shout.
