hydraulics won't go down

I started my TO20 tractor and the hydrailic lift won't go down ubless there is a heavy implement on it. with the implement on, it lifts and goes down but as soon as I take the linkage to the control spring off the impllement the lift raises and won,'t go down. When it's down there still seems to be some jerking in the system that I have never seen before. I think the relief valve is stuck. Ay help out there?
